In formulating and implementing policies, public officials responsible for communications interact regularly with decision-makers, the general public, the media, and stakeholders from government or non-government agencies. Policy communications play a key role in all stages in the policy process, and effectiveness (or lack thereof) in policy communications can have a significant impact on the outcomes of public policies. Effective policy communications requires an understanding not just of the intent of the policy and its desired outcomes, but also why recipients of policies respond or behave the way they do, how best to craft messages and stories to various audiences, and what governments can do to deal with a more fragmented, less trusting polity.
This three-day executive program is designed for public sector managers in Hong Kong who wish to enhance their knowledge and skills in policy communication. The program addresses key issues and unique challenges of policy communications in Hong Kong, and draws on insights and lessons from policy communication practices in other leading jurisdictions.
