Prof. Wei HUANG graduated from Nanjing Institute of Technology (currently Southeast University) in July 1982. With a doctoral degree in engineering, he is a professor, a member of the Chinese Academy of Engineering (CAE) and an expert in road and bridge construction and transport engineering. He is serving as Vice Minister of Science and Technology of the People’s Republic of China.
He served as Executive Vice President of Southeast University, Vice Governor of Jiangsu Provincial Government, Vice Minister of the former Ministry of Construction, Vice Minister of the Ministry of Housing and Urban-Rural Development, Vice Mayor of Beijing Municipality, Member of the Standing Committee of the CPC Committee of Xinjiang Uygur Autonomous Region and Executive Vice Chairman of the Government of Xinjiang Uygur Autonomous Region.
In 1996, he was awarded the State Council Special Allowance and was included in the New Century Excellent Talents Program; in 1997, he won the title of national-level young and middle-aged expert with outstanding contributions and was included in the first and second tiers of the National Young Academic Leaders Program; in 1999, he was recruited as Distinguished Professor of Yangtze River Scholars Program of Ministry of Education; in 2004, he was awarded the title of Honorary Yangtze River Scholar by Ministry of Education due to excellent performance; in 2007, he was elected a member of the CAE；in 2008, he was elected Honorary Fellow of the Institution of Structural Engineers.
As one of the main pioneers in steel deck pavement of long-span bridges, he organized and led design and engineering implementation of steel deck pavement of nearly 30 long-span bridges. As the main awardee, he won 26 national, ministerial and provincial S&T prizes, among which four were National Award for S&T Progress and eight were grand prizes and first prizes of provincial awards for S&T progress. He published 13 works and acquired over 10 patents.

黃衛院士，1982年7月畢業於南京工學院（現東南大學），工學博士，教授，中國工程院院士，道路、橋樑及交通工程專家。現任中華人民共和國科學技術部副部長。
黃衛院士曾任東南大學常務副校長、江蘇省副省長、國家建設部副部長、國家住房與城鄉建設部副部長、北京市副市長、新疆維吾爾自治區黨委常委、政府常務副主席等職。
黃衛院士1996年起享受國務院政府特殊津貼，入選“教育部跨世紀人才計劃”；1997年被授予“國家級有突出貢獻的中青年專家”稱號，入選國家“百千萬人才計劃”第一、二層次；1999年受聘教育部“長江學者特聘教授”，2004年因履職優秀，被教育部授予“榮譽長江學者”稱號；2007年當選中國工程院院士；2008年當選為英國結構工程師學會榮譽會員。
黃衛院士是我國大跨徑橋樑鋼橋面鋪裝和智能運輸系統領域的主要開拓者之一，組織領導了我國近三十座大跨徑橋樑鋼橋面鋪裝的設計和工程實施。作為主要獲獎人獲國家和部省科技獎26項，其中國家科技進步獎4項，部省科技進步特等獎、一等獎8項。出版著作13部，獲得專利10餘項。
