IPP welcomes Dr ZHANG Jing-an, Former General Secretary, Ministry of Science and Technology of the People's Republic of China, as Adjunct Professor.
Dr Zhang Jing-an is currently a researcher as well as the Academician of International Eurasian Academy of Sciences (IEAS). He received his PhD degree in Management from Dalian University of Technology in 2005. For many years he has been engaged in the research of science and technology innovation, theories as well as policy development. He is an influential expert and has had great achievements in the related fields. Dr Zhang has been extensively involved in the policy development in shaping science and technology development in China and has played key role in drafting policies and measures supporting reform of science and technology system for the Chinese central government. He has participated in the development of a number of key laws and legislatures of critical importance to Hong Kong, such as the Basic Law of Hong Kong.
As Adjunct Professor of IPP, Dr Zhang will help strengthen our research capacity in two research clusters, namely, “Science, Technology and Innovation Policy” and “China Development Policy”, and raise the profile of IPP in these areas. In addition, Dr Zhang will play a key role in collaboration between HKUST and leading institutions in research, education, and societal engagement in technology and innovation policy to foster economic growth in Guangdong-Hong Kong-Macau Big Bay Area, and well as well along countries included in the Belt and Road Initiative.
