Project background
The Institute for Public Policy (IPP) at the Hong Kong University of Science and Technology (HKUST) in collaboration with Civic Exchange (CEx) is supporting the Green Building Project under the Hong Kong 2050 is Now program with a multi-year and multi-pronged action to tackle the green building issue.
Hong Kong is a unique built environment of high-rise, high density urban areas, where activities in building accounting for over 90% of electricity consumption or 60% of greenhouse gas emissions. Of the 42,000+ buildings in the private sector, less than 1% of existing buildings have applied for green building certificates and there is still more than 50% headroom for new buildings to be 100% green, despite the incentive of 10% Gross Floor Area concession.
Green buildings, therefore, is a key priority to achieve maximum energy saving, as well as for Hong Kong to contribute to China’s Nationally Determined Contributions (NCD) of achieving carbon reduction of more than 65% by 2030.
Opening position: Entry-level/Associate-level Researcher (1-year contract, renewable)
Roles and responsibilities of the position:

Conducting desktop research on both local and international green building policies, focusing on building codes, legislations, tax, energy audit, disclosure, etc.

Developing interview and survey guides, and performing data collection and analysis for policy gaps

Engaging stakeholders to identify their incentives and barriers for greening buildings in Hong Kong

Assisting in developing policy recommendations for Hong Kong’s green buildings that takes the Greater Bay Area context into consideration

Performing associated administrative duties such as to liaise with stakeholders, arrange interviews, organise and transcribe data
Requirements of the candidate:

Holder of a master’s degree and above in related fields; experience in environmental sector, building sector or/and policy research is an advantage

Passion for sustainability policy research and engagement

Fluent in English and Mandarin

Excellent in communication and interpersonal relations

Team player, hard-working and self-motivated
