Overview

Evidence informed policy-making has emerged as a major trend globally. International experience shows that government performance can be greatly enhanced by incorporating rigorous and relevant evidence into all stages of policy development, such as problem analysis, policy formulation, policy implementation, and program evaluation. However, there is great variation across organizations in their capacity to harness the potential of evidence informed policy making. Many public agencies gather and process vast amounts of information, or spend significant amount of money commissioning research, but there is limited understanding of how the information obtained can be fully utilized in enhancing the performance of policies and programs.

 

Objectives

This program aims to enhance participants’ knowledge on essential frameworks, procedural issues, and best practices of evidence informed policy-making to enhance government performance. The applications of key methods and techniques for evidence informed policy-making, such as impact assessment, logic model, and randomized control trials, will be also be emphasized.

Upon the completion of the program, the participants are expected to:

  • Better understand the strengths and weaknesses of different types of evidence used in public sector agencies;

  • Identify key steps and strategies towards evidence informed policy making in their agencies

  • Improve their knowledge and skills in applying key techniques and methods essential to enhance performance of policies and programs through better use of evidence.
