CAE-HKAES Forum on Integrative Development of Innovation and Technology in Hong Kong and the Pearl River Delta

Dear Sir/Madam,

On behalf of the Hong Kong Academy of Engineering Sciences (HKAES) and the HKUST Institute for Public Policy (IPP), we are pleased to invite you to participate in the CAE-HKAES Forum on Integrative Development of Innovation and Technology in Hong Kong and the Pearl River Delta, to be held on 24 May 2017 in Tamar, Hong Kong.

Since the establishment of the Hong Kong Research Grants Council (RGC) in 1991 and the Innovation and Technology Fund (ITF) in 1999, Hong Kong’s universities have made impressive strides and their intellectual strengths are recognized internationally. And yet our World City is still far from “an innovation-led knowledge based economy” as originally envisioned. What are the barriers to achieving this vision?

Never before has there been a more critical need to collectively reflect on our progress on innovation and technology. The convergence of accelerating technologies, globalization, and fast developing neighboring economies all threaten the competitive advantage Hong Kong used to enjoy, including our role as a “super-connector” and in the imminent development of the Guangdong-Hong Kong-Macao Bay Area. On the other hand, the positioning of innovation as a driver in the 13th national five-year plan, the recent establishment of the Innovation and Technology Bureau (ITB) and a new HKSAR administration offer opportunities for injection of fresh ideas and new policies.

This CAE-HKAES policy research study is the first deep collaboration between the Chinese Academy of Engineering (CAE) and HKAES. It aims to study the synergistic and integrative development of innovation and technology (I&T) in Hong Kong and the Pearl River Delta and beyond. Based on in-depth analysis and consultation with leaders across academia, industry and government, the study will offer policy recommendations for developing I&T as an engine for economic growth. This event is the fourth of a series of I&T policy study forums organized by HKAES.

The Forum will provide a valuable platform for many diverse communities to share perspectives and views. You are cordially invited to join us on 24 May 2017 to meet with the CAE delegation led by Prof. GAN Yong (Former CAE Vice-President) and key stakeholders including representatives from Shenzhen. We truly hope that you would accept our invitation.

Yours sincerely,

Dr. Andrew K C Chan

President

HKAES

Prof. Joseph H W Lee
